    Week of April 7, 2025

Budget Resolution Moves Forward. The U.S. Senate passed April 5 an amended budget resolution for FY 2025. U.S. House of Representatives Republicans were set to vote on the Senate's budget resolution on Wednesday night, but that was canceled by House leadership because several Republicans were set to vote in opposition and the measure was bound to fail. Concerns for these members centered on the significantly lower spending cuts in the Senate version of the budget resolution. On Thursday morning, House Speaker Mike Johnson (R-LA) held a press conference announcing that they had the votes to adopt the resolution. The vote was held shortly after, where it passed by 216 to 214.

Now, both the House and Senate have passed the same budget resolution-or framework-which unlocks a reconciliation process that enables major tax-and-spending legislation to bypass the Senate's 60-vote filibuster rule with a simple majority. This will allow the Republican-led Congress to draft legislation to further President Trump's domestic policy agenda and to achieve major federal spending cuts. The American Nurses Association is watching the process closely and how this process will implement federal health and other programs.

Administration seeks comments on deregulation. The Office of Management and Budget (OMB)

issued a request for information (RFI) soliciting feedback on deregulation. The RFI asks commenters to provide information about which existing rules should be rescinded or replaced, with particular attention to rules that are burdensome, costly, inconsistent with statute, or outdated or unnecessary. Comments are due to OMB 30 days after the RFI is published in the Federal Register. The association will provide comments, focusing on removing regulatory barriers to nurse practice.

CMS Administrator confirmed amid agency reorganization. Dr. Mehmet Oz was confirmed as Administrator of the Centers for Medicare & Medicaid Services (CMS) last week by a 53-45 Senate vote. Dr. Oz's confirmation comes in the midst of a massive reorganization of the Department of Health and Human Services, which we reported last week. In response, the association issued a statement on the changes and the potential impact on nurses.
