If you didn't find it already, you might want to look at the article by Quanna Batiste (2018, I think) in ViewPoint. She describes something similar to this although it was a permanent position in her organization, not a rotation.
In my previous role as a clinic educator, the educators functioned very similarly to what you are describing. We did about half education (including orientation) and half everything else on your list.

I am re-posting this question to see if anyone else has feedback. Our system is considering implementation of an RN role that would be to coordinate orientations of multiple staff, assist with implementation of new processes, provide information and increase the visibility of quality measures, and support quality improvement projects. This would be a rotational role for an RN in the Clinic. We did a literature search and found only a couple of examples of implementation of a role like this and are wondering if anyone else has ideas.
