You can complete the application online. Main thing is to make sure that you have all the required documents sent to the California Board. For example, Nursing school transcript must be sent directly from the college or university. The information is on the website. Please see attached 2 pages.
As for the processing time, please check the website. When you submit the application, you get an email response from the Board. My only suggestions is to verify that the requested documents are sent and received by the board. Missing information/document is the main reason for delays.
