Some of this decision may also depend on your state board of nursing rules and if the tests are waived tests or a moderate/high complexity.
In my state, the BON does state that the RN should sign off on competencies (although that could be read as being specific to nursing activities and not all activities). Since there is normally little variation in how to perform the test, it could also be broken out into two different components if you find something within your state rules or organizational policy- a nurse to validate the specimen collection (the nursing activity) and someone else (could be non-nurse) to validate the performing of the test (since again, there should be little variation there).
